General Background
Performance of an organization largely depends on the quality of its members and the efficiency of the members in turn depends on the type of training which has been imparted to them. The changing social and economic environment including legal, technological and scientific advances have necessitated reciprocal changes in the training of police officers all over the world, and Nepal is not an exception. This effort is, thus, an attempt to incorporate such changes in Police Inspector Basic Training (PIBT), which is the highest rank foundation training for future police leaders and managers of the country. This course renders philosophical, managerial and operational knowledge, skills and attitude, including its application in various challenging situations of law enforcement; cultivating professional skills and techniques; building appropriate work ethics necessary for doing the police work; and shaping attitudes, value orientations and behavior pattern.
This Police Inspector Basic Training Curriculum is a composition of an academic credit course “Post Graduate Diploma in Police Sciences” in affiliation to the Tribhuwan University and a non-credit course on fundamental principles, procedures and techniques of law enforcement, including: emergency response and disaster rescue operation, police operations and tactics, firearms, crowd management, patrol procedures, investigative procedures, report writing, leadership, and ethics. The course also includes a challenging physical conditioning requirement that will prepare trainee officers for police service.
Mission And-Objectives of PGDPS
The mission of FOM’s Post —Graduate Diploma in Police Sciences (PGDPS) is to develop socially responsible, creative and result oriented police professionals to fill up the middle level positions in Police Organization of Nepal.
The course aims to provide a professional qualification indicating the achievement of intellectual and practical skills and comprehensive knowledge and undertaking of general and specialized areas of police service and related areas that support the functioning of police operation.
Objectives:-
- To impart the foundational knowledge and relevant practices relating to police sciences and other interrelated areas including the research ability
- To develop precision of thought, analytical clarity and holistic approach to the problem.
- To produce capable human resource in commanding different police operations, preventing and investigating crimes, and maintaining law and order in the society vis-à-vis run day-to-day police administration.
Rationale
In the fast-changing socio-economic political framework in which Nepal Police have to operate, training must bridge the gulf between role expectation and execution. A Police officer is expected to be a versatile personality in accordance with the role and responsibilities prescribed by the law. The newly recruited Police Inspectors are expected to lead and manage the Police personnel at different level and at variety of circumstances after completion of the basic training. As a newly appointed member of the organization, it is essential to acquire specific knowledge, skills, abilities, competencies and attitude required to be a police officer. The training rationale for the newly recruited Police Inspectors, thus, has been identified to enhance their capacities, competencies, attitude and performance to fulfill the role of senior police officer.
